Hartlepool Waterfront Public Realm

Hartlepool Borough Council are driving forward plans to regenerate the 4.7 acre vacant site at The Waterfront and the first phase of work is due to start on public realm improvements early 2019 ahead of the Waterfront Festival to be held on the 20th and 21st July 2019. 


  • Significant investment is required to facilitate the development of The Waterfront, and Hartlepool Council is continuing to work with Consultants and key partners to develop plans, design and phasing of the whole site.      

  • With the financial support received from the Tees Valley Combined Authority, development funding has enabled feasibility and viability studies to be undertaken in support of the capital development opportunities.  Major buildings and public spaces being considered for The Waterfront include:

  • Hotel
  • Watersports centre
  • Visitor Attraction
  • Events Space
  • Public realm improvements

Next Steps

Strategic plans include the aspiration to:

  • Increase Hartlepool’s profile as a major leisure and visitor destination
  • Support the delivery of major mixed use developments by providing greater certainty to existing businesses and potential investors and co ordinating development opportunity
  • Maximise opportunities to work in partnership and develop joint venture opportunities where possible
  • Integrate the public realm and connectivity of retail, leisure, resident and tourism aspirations
